BALTIMORE, MD — Owings Mills resident, David Elkes, Director of Information Technology at The Time Group, has been honored by the Pikesville Chamber of Commerce with the Robert Horn Memorial Award as Volunteer of the Year for the business community.
Awarded annually since 1987, the award is given by board nomination and recognizes a member or board member who demonstrates outstanding volunteer commitment for the Chamber and business community. A 10-year member of the Chamber and past-president, David has played a key role in developing programs for Chamber members, such as the Brown Bag Lunch networking series, and leading and organizing the volunteer team for the Miles that Matter 5K Run/Walk Post-Race Party, one of the Chamber’s signature annual events.
“David fully believes in the mission of the Chamber,” says Jessica Normington, Executive Director of the Pikesville Chamber. “We are thrilled to honor him with this award based on his support of the Pikesville Chamber and the Pikesville business community.”
This is the second time the Pikesville Chamber has recognized David for his commitment to the Chamber and the community. He previously received the honor in 2007, making him only the second two-time recipient of the award since its inception.

And our employees exemplify these values in their daily work – both within the company and the greater community. We applaud David for his continuous commitment to service and to the economic development of our community.”
